A number of image mapping utilities are available as freeware or shareware or as features of modern image editing software such as Photoshop, Dreamweaver, PageMill, FrontPage, HomePage, or Painter. Image maps are fundamental to the use of the Web, but some people have slow connection speeds or require the use of text-readers, so it is still a good idea to have a text-based navigation option for all your pages. The text-based option is important to the visually disabled who may be using a "speaking" utility on their computer to "read" the Web pages to them.
